In a Nutshell
- In Lithuania’s vision of climate neutrality, the use of natural carbon sinks and CCUS technologies will be needed to compensate for hard-to-abate emissions.

- In October 2024, the Ministry of Energy and a coalition of other ministries, research institutions, and industrial enterprises established the Lithuanian Carbon Capture and Storage (CCS/CCUS) platform. The platform serves as a hub to unite stakeholders and advance CCS technologies and infrastructure by addressing key issues such as carbon capture and transport, storage options, CO2 quality and promoting support for the development of new technologies. While not directly related to CDR deployment, Lithuania’s new focus on CCS contributes to infrastructural development, which advances the broader CDR ecosystem.
Role for carbon removal in national climate policy
In its updated National Energy and Climate Plan 2021-2030 (NECP), submitted in October 2024, Lithuania affirms its vision for climate neutrality by 2050 developed in its Resolution on the Approval of the National Climate Change Management Agenda. This vision includes maximum use of natural sinks, as well as an environmentally safe use of carbon capture and utilisation technologies to offset hard-to-abate greenhouse gas emissions (GHG). It also states that Lithuania will pay more attention to nature-based solutions when considering long-term solutions to climate change.
Relevant legal frameworks
Whilst Lithuania does not yet have a proper climate law, the National Climate Change Agenda sets out indicative objectives of 85% emissions reductions by 2040 compared to 1990, 15% of which can be offset by “environmentally-friendly technology”, and a 100% net emissions reductions by 2050, 20% of which can be offset by natural carbon sinks and through CCU.
The Order on the Approval of the Action Plan for Sustainable Soil Use formally adopted the related soil use plan.
Support for R&D and Innovation
The NECP states that research to develop CCS technologies and analysis of their applicability in Lithuania is necessary as part of its overall climate strategy. The NECP also includes a commitment to building an open-access CO2 infrastructure within the country..
On the horizon
A final investment decision for the CCS Baltic Consortium is expected by the end of 2027. The project, which has secured EU funding and received PCI status, is scheduled to begin commercial operations in 2030. This project will establish the first cross-border CO₂ transport infrastructure in the region, with plans to ship captured CO₂ from industrial sources to offshore geological storage sites.
To facilitate the development of the transport network, a market consultation was launched in June 2025 to gauge the interest of industrial CO₂ emitters. Based on the results of the consultation, the consortium plans to conduct a non-binding, followed by a binding “Open Season” for capacity at the Klaipeda terminal between 2026 and 2029.
